On the other hand there is no
doubt that since 1906 the work of the Crown Solicitor has
greatly increased. Apart from the increase of work due to
the growth of the Colony, the complicated Public Health
and Buildings Ordinance has thrown much extra work on the
Crown Solicitor; the work in connection with the Railway
has made very heavy calls upon his time and this latter
increase will not altogether disappear with the opening
of the line to traffic; and the recent legislation in-

-posing duties on liquor has further increased his work and
is likely to continue to do so. Mr. Bowley brings to the
ability
performance of his duties great industry, and an intimate
knowledge of local conditions, and I value highly his

services to Government. I consider, therefore, that some
addition should be made to his emolumens in respect of
increase of work and length and value of his services. The
arrangement with Mr. Bowley by which Government pays a lump
sum of $10,000 for the Crown Solicitor's Department is an
economical one and will still be so if those emoluments are
increased. I have, therefore, to recommend that an addition
of $2,000 per annum be made to that sun as from the 1st.
